This is a dual-hat role. We are seeking a Chief Compliance Officer for WhatsApp India and counsel to work on Meta's Security Legal APAC team. The ideal candidate would be an experienced leader and strategic thinker with a deep knowledge of India’s evolving digital industry. They should be able to work effectively both independently as well as with large multi-stakeholder cross-functional teams. Key qualities include excellent legal and business judgment, strategic thinking, solid communications skills and being proactive, flexible, collaborative, and diligent.
Maintain an appreciation for and understanding of the distinctive responsibilities implicated by wearing two hats as both a Chief Compliance Officer and Associate General Counsel, and be able to effectively manage this distinction.
Oversee and monitor compliance with applicable laws and regulations of India, on behalf of WhatsApp.
Work closely and creatively with cross-functional teams, including Legal, Policy, Communications, Engineering, and Business Operations in reviewing and addressing governmental regulations, agency guidelines, policies, including government requests for user data.
Manage effective relationships with key government agencies, regulators, and law enforcement agencies, in close collaboration with internal cross-functional teams.
Provide feedback to internal teams and leadership regarding the design and operation of WhatsApp’s compliance in India, the key issues, the emerging trends, and the effectiveness of compliance program operations, resourcing, and external understanding.
Provide advice and support the processing of legal requests for user data, and manage the litigation of matters implicating user data disclosure in criminal investigations.
Willingness to work off-hours and overtime, including weekends and occasionally on holidays, in order to support emergency matters and interact with globally-based company employees.
Ability to travel occasionally both within India and internationally.
Where necessary, participate in hearings and proceedings before courts or regulatory authorities involving WhatsApp in the capacity of Chief Compliance Officer. This may require you to appear in your personal capacity or as a representative of WhatsApp in such proceedings.
The successful candidate must be resident in India, hold a Law degree, and have 15+ years of experience, comprising prior in-house and/or law firm experience on India law as well as relevant compliance expertise (including expertise in laws and regulations applicable to online platforms, experience advising technology or telecommunications companies as in-house or outside counsel, or on issues of similar complexity or relevance).
Experience interacting and maintaining strong relationships with key government agencies and other external stakeholders on compliance matters in a highly-regulated environment.
Proven track record of collaborative approach to problem solving, experience building internal relationships and operating effectively with cross-functional partners at all levels in a fast-paced environment.
Ability to communicate and present effectively to diverse audience.
Fluency in English and at least one additional Indian language as this role will collaborate with external stakeholders whose usual business language is in English and additional Indian language.
Experience assessing, analyzing, and resolving multiple risk management-related issues and challenges while meeting tight deadlines.
Experience with applicable regulatory compliance requirements and spotting emerging trends and “hot issues.”
Experience working as part of a fast-paced team and exercising good judgment, strong critical thinking skills, agile prioritization, and influential presence of mind in a rapidly changing environment.
Experience with Indian regulatory/criminal law and counseling companies in responding to law enforcement requests or criminal matters.
Experience with Mutual Legal Assistance Treaty requests, Letters Rogatory, or other forms of international cooperation. Experience with criminal litigation and engaging with regulators and legislators on safety and security matters.
Experience with U.S. law, including the Stored Communications Act, Wiretap Act, Pen Register/Trap and Trace Statute.
