WhatsApp Inc., a subsidiary of Meta, is seeking a Director of Public Policy to lead WhatsApp’s policy strategy and engagement in the APAC region. This is a great opportunity for someone who wants to make an impact as part of a small, nimble team serving more than 2 billion people around the world. The role requires significant experience either working with or in government, politics or a regulatory agency, as well as the ability to grasp complex technical and policy issues. In this role, you will also manage strategic outreach and policy campaigns to advance the values and interests of WhatsApp. You should have knowledge of tech policy issues, including encryption, cybersecurity, privacy, safety, integrity, economic development, and e-commerce. You should also have excellent writing and analytical skills. The Director of Public Policy, APAC will work closely with the WhatsApp Public Policy and Communications teams globally, as well as with the Meta Public Policy team regionally and other relevant teams at WhatsApp and Meta. This role is based in Singapore and requires willingness to travel frequently when travel resumes.

Responsibilities

  • Lead a lean regional team

  • Identify, monitor and analyse policy issues affecting WhatsApp in the APAC region, and identify proactive strategies to solve policy challenges

  • Engage and build relationships with policymakers and other external stakeholders, represent WhatsApp in meetings with external stakeholders and communicate WhatsApp’s positions at public events in the region, build coalitions with regional organisations to advance WhatsApp’s policy goals

  • Design and lead innovative regional programs and campaigns to shape the public and political climate of opinion around WhatsApp

  • Work with the global team to develop WhatsApp policy positions in briefing papers, consultation responses, internal and external meetings, and other settings

  • Advise WhatsApp leadership and relevant cross-functional teams on regional public policy matters to guide development of products, services and policies

Minimum Qualification

  • 15+ years of experience managing policy campaigns and strategic outreach with a diverse set of stakeholders within policy advocacy or in a government role

  • Proven track record of collaborative approach to problem solving, experience building internal relationships and operating effectively with cross-functional partners, experience advising teams and senior executives on policy matters

  • Experience in people management, characterized by culture of inclusion

  • Experience analyzing complex and/or new and emerging policy issues

  • Understanding of, and interest in, public policy related to technology, privacy or safety

  • Experience communicating effectively and strategically at all levels – written and verbal

  • Degree or advanced degree in policy, international affairs, law, or other related field

Preferred Qualification

  • Regional experience

  • Masters or JD degree

  • Experience in technology policy issues, including encryption, privacy, safety/integrity, cybersecurity, economic development, and e-commerce

  • Experience in product counselling

  • Experience in or advising on public affairs and media strategies
